To conduct circling approaches under IFR, pilots must demonstrate recent instrument proficiency specifically in circling approaches. This requirement ensures pilots have the necessary skills and knowledge to safely execute these challenging maneuvers in a controlled environment, particularly under conditions where visibility and terrain may be factors. Circling approaches involve maneuvering the aircraft visually after an instrument approach, which requires situational awareness and the ability to navigate precisely while respecting air traffic requirements and ensuring safety margins.

While competence in a simulator (option A) may contribute to a pilot's training, it does not substitute for actual flight experience and proficiency. Experience with multi-engine aircraft (option C) is not a specific requirement for circling approaches, as the ability to conduct these approaches can apply to single-engine aircraft as well. Maneuvering certification (option D) relates to specific endorsement requirements but does not directly correlate with the skill set required for circling approaches.

Overall, option B stands out because it emphasizes the importance of maintaining recent, hands-on proficiency in the specific task of performing circling approaches, which is crucial for safety and effectiveness during instrument flight operations.
